The center’s predecessor was the Ganzi Prefecture Health and Epidemic Prevention Station, established in April 1960. In 2003, it was reorganized as the Ganzi Tibetan Autonomous Prefecture Center for Disease Control and Prevention (short for the Ganzi Prefecture CDC) as part of the reform of the disease control and prevention system.
The Ganzi Prefecture CDC is a public welfare institution at the sub-county level, affiliated with the Ganzi Tibetan Autonomous Prefecture Health Commission. It carries out government-mandated public health functions. As a Class III-B CDC institution currently in the process of applying for Class III-A accreditation, it is tasked with various responsibilities including disease prevention and control, response to public health emergencies, epidemic reporting and management of health-related information, monitoring and intervention regarding health hazards, laboratory testing and evaluation, as well as health education and promotion. Additionally, it provides technical management support and guidance for applied research initiatives.
The center comprises ten departments and one office, including the General Office, Quality Management, Infectious Disease and Information Management, Plague Prevention and Control, Endemic Disease Prevention and Control, Chronic Disease Prevention and Control, Immunization Planning, Health Monitoring, Health Inspection, Health Education, and Occupational Health. It represents a diverse community of ethnic groups, including Tibetan, Han, Yi, Qiang, Hui, Mongolian, and Manchu. The center is at No. 81, Qingge East Road, Yulin New District, Kangding City, Sichuan Province. The research and prevention experimental base for hydatid disease at No. 799, Lucheng South Road, Lucheng Town, Kangding City, Sichuan Province.
The center has obtained laboratory accreditation from the Quality and Technical Supervision Bureau of Sichuan Province and food inspection accreditation. Additionally, it has received occupational health examination accreditation from the Health Commission of Sichuan Province and occupational hazard evaluation and testing accreditation from the Sichuan Provincial Work Safety Supervision Bureau.
It operates three national disease prevention and control bases and stations and two provincial key specialty laboratories. These include the China CDC Field Epidemiology Training Program (CFETP) training base, the Ganzi Tibetan Autonomous Prefecture Workstation of the China CDC Hydatid Disease Prevention and Control, and the Joint Research Base for Ecology and Prevention of Plague and Other Natural Focal Diseases on the Western Sichuan Plateau. Additionally, it is equipped with two provincial key specialty laboratories dedicated to hydatid disease and plague research.
The Ganzi Prefecture CDC has established paired assistance and strategic cooperation relationships with national CDCs and those in Shanghai, Guangzhou, Zhejiang, Shenzhen, Suzhou, Ya’an, and Yushu. It is a member of the “Five Provinces (Regions), Eight Prefectures, One City, and One County” plague prevention alliance. Moreover, it participates in the Sichuan-Chongqing and the Nine Regions in Northwest Sichuan Alliances. These collaborations have strengthened information communication and facilitated joint prevention and control measures, thereby creating effective mechanisms for talent training and development. The center has also formed partnerships focused on the co-creation of Party branches and the integration of industry with education alongside institutions such as the West China School of Public Health, Sichuan University, and the School of Public Health at Chengdu University of Traditional Chinese Medicine. Through partnerships, multiple research collaborations have been conducted to promote reciprocal talent cultivation.
Over the past half-century, the center has diligently implemented the “prevention first” health policy. Under the correct leadership and support of the Party and government authorities at all levels and health administrative departments, it has fulfilled its duties in disease prevention and control and public health services by laws and regulations. It strives to provide comprehensive and full-cycle health services to the public. Through its staff’s hard work and dedication, the center has achieved remarkable accomplishments in advancing public health within the Kham region. It has witnessed significant growth and development since its inception to its current state. Notable progress has been made in preventing and controlling emerging infectious diseases such as COVID-19, alongside major infectious diseases like HIV/AIDS, tuberculosis, plague, and hydatid disease. The achievements in preventing and controlling key parasitic and endemic diseases have been consistently reinforced. Additionally, efforts towards comprehensive chronic disease prevention and control have been continuously strengthened through enhanced health education promotion and monitoring interventions for health hazards. These initiatives contribute positively to safeguarding public health and safety.
Looking ahead, under the leadership of the people’s government of the Ganzi Tibetan Autonomous Prefecture, the Ganzi Tibetan Autonomous Prefecture Health Commission, and the Ganzi Tibetan Autonomous Prefecture Disease Control Bureau, the center will continue to adhere to the health and wellness policies of the new era. It will uphold the philosophy of “pragmatic dedication to building a first-class CDC team; unity and dedication to ensure public health safety,” advancing reforms and innovations with determination, courage, and a pragmatic approach. The center is committed to fully fulfilling its responsibilities to promote high-quality development in disease prevention and control. It aims to make significant contributions to safeguarding public health safety, enhancing community well-being, and supporting stable economic and social development within the Ganzi Tibetan Autonomous Prefecture.
